WH-347 Certified Payroll: Weekly Reporting Basics
What contractors should gather for a Davis-Bacon weekly payroll, what the Statement of Compliance means, and where to find the official form.
What is Form WH-347?
The U.S. Department of Labor provides Form WH-347 as a convenient way for contractors and subcontractors to submit weekly certified payroll information in connection with federal or federally assisted construction contracts subject to the Davis-Bacon and Related Acts.
Important distinction: using the specific WH-347 form is optional. Providing required weekly payroll records and a signed Statement of Compliance is not optional for covered contracts.
Information typically needed for each payroll
- Project: project name and location, contract number, wage determination and payroll week ending date.
- Contractor: legal business name, address, prime-contractor or subcontractor status, and sequential certified payroll number.
- Employees: names, labor classifications, hours, applicable wage rates, gross wages and deductions, net wages, and fringe-benefit details.
- Certification: an authorized certifying official signs the Statement of Compliance after confirming the records are accurate.
How to reduce mistakes
Record hours by project, week, and labor classification; verify the contract's wage determination; reconcile gross pay, deductions and net pay to actual payroll; check fringe-benefit treatment; and have the responsible person review the Statement of Compliance before signing. The form and its instructions explain the fields in detail.
Agency rules and state prevailing-wage requirements can differ. This guide is an overview, not legal or payroll compliance advice.
